What the publication does
Inquory separates opportunity prioritization, intrinsic quality scoring, site-level release gates, and publication eligibility. A strong score cannot override missing evidence, accountability, privacy, accessibility, or route controls.
The initial audience is operators of HVAC, plumbing, electrical, cleaning, landscaping, and property-maintenance businesses with roughly 2–50 employees. That audience choice is a bounded strategic hypothesis, not proof of reader demand.
